Francoise Cluzeau, Associate Director, is one of the founding members of GHD. She leads the iDSI India programme and iDSI’s engagement in Francophone Africa. She has extensive global experience in the development and implementation of clinical guidelines, quality improvement programmes and related research.
Francis Ruiz, Senior Adviser (Health Economics) leads GHD’s engagement with iDSI China and oversees engagements in Sub Saharan Africa and the Philippines. He also manages several Knowledge Products on health economics.

Mohammed Gad, Technical Analyst, is a health economist and has been supporting various projects including China, Ghana, and global advocacy with the WHO.
Susie Colville, Programme Manager, leads the project management team at GHD. She is responsible for budget management across iDSI, financial reporting to funders, and negotiating and managing contracts with delivery partners and consultants. Susie also supports the GHD senior management team on operational and strategic issues.
Warren Simangolwa is the iDSI program country health economist consultant for Zambia. He is the founder of BuMi (Health) Priority Setting Ltd (bumihealth.org) and Patient & Citizen Involvement in Health (pci-health.org). Cassie Nemzoff, Policy Analyst, focuses mostly on supporting the Rwandan government on improvements to the financial sustainability of its community based health insurance scheme through the introduction of HTA. Cassie also supports iDSI’s strategy more broadly for Sub-Saharan Africa including initiatives to help set up iDSI ‘hubs.’
Joseph Kazibwe, Assistant Technical Analyst- Health Economics: supports the team with research; research protocol development, statistical analysis and reporting. Supports projects in Kenya, Uganda, Ghana in the areas of health benefit package development and universal health coverage; NCDs, TB, Malaria and HIV. Recently, he has been engaged in COVID-19 response projects.
Hiral Shah, a health economist, is a senior policy analyst in the Global Health programme at CGD, based in the Europe office.
