Uganda

  • Universal Health Coverage (UHC) is one of the key objectives of Uganda’s Vision 2040 which aims to transform Uganda into a competitive, upper middle-income country. Uganda plans to prioritise health as a human right and successfully implement UHC, starting with primary care. iDSI has been working with partners in Uganda since 2021 to support their journey towards UHC. In 2021 and 2022, iDSI partners, together with Makerere University School of Public Health (MakSPH) and the Ministry of Health in Uganda, completed a situation analysis of the HTA ecosystem in Uganda to identify existing gaps, and opportunities and stakeholders that are pivotal in informing HTA implementation in Uganda. IDSI partners also provided capacity building training to Makerere staff to enable them to undertake this work.

Our Impact

The Uganda HTA situational analysis was disseminated to 36 stakeholders including Ministry of Health officials, Ministry of Finance and Economic Development, NGOs, pharmaceutical companies, university staff and researchers and submitted as a manuscript for publication. The Ministry of Health has committed to implementing the recommendations.

Situational analysis landscape in Uganda

In 2021, Uganda committed to the development and implementation of HTA in the country to support priority setting in the health sector. The HTA situation analysis undertaken by iDSI partners is the first overview of the current opportunities for HTA to inform policy in Uganda. This analysis will enable the country to focus its reforms in 2022-2023 on the most critical gaps in its priority setting institutions. The HTA landscape analysis recommended that the Ministry of Health should consolidate and coordinate activities linked to HTA-related work, to ensure that the needed support is given by the development partners. Sustainable development and application of HTA in Uganda will require adequate capacity both to undertake HTAs and to support their use and uptake. iDSI’s future work in Uganda will thus focus on developing its HTA structures and building HTA capacity.
